Integrated Health and Social Care Project – Ministry of Defence

SEPTEMBER, 2026

The development of the first integrated care medical centre for the UK in Yorkshire between the NHS, Defence Medical Services and Social Care is underway. Jerome set up the governance for the programme and development of a high-level operating model including the arrangements for primary, secondary and voluntary care services. He oversaw the initial groundbreaking stage for the construction of the building and set up a programme team to continue work on delivery of the medical centre, which is due to be launched in September 2026.

Border Control of imports / exports under Brexit

JANUARY, 2021

This was a major project to support the government with the change from operating as part of the European Union to Brexit by successfully introducing a new Border Operating Model. This was introduced for the Home Office’s Border Control department to change the regime for delivering fast parcels and post including the tracking and customs aspects via the Maritime, Channel Tunnel, Air freight, and Railway transportation. This helped ensure all IT systems, data collection, customs and inspection arrangements were established as part of the Border Operating Model by the delivery date of January 1, 2021.

Under a separate project for the Cabinet Office, Jerome successfully tested the logistical operations for import / export of goods and customs arrangements between Great Britain and Ireland. He completed a report with findings which made several recommendations to Ministers to improve the new Border Control arrangements including the data systems, inspections process and the introduction of efficiencies into the overall customs and excise regime.

Covid – 19 Project

April 2021

Whilst working with the UK Health Security Agency, Jerome Douglas successfully helped deliver a requirement to optimise visibility of the spread of Covid-19. This was a major project to help Health specialists track the disease for the cohort of people travelling abroad and their eventual return to the UK. He worked with the private testing market to provide data about supply of testing kits, diagnostic and genomic testing results and location of individual travellers uploaded onto UKHSA systems. Jerome helped set up improved processes for capturing the data via the government online portal.

Jerome has worked as an independent consultant and interim contractor in the public sector for over 20 years. 

 

He is a highly successful senior Transformation and Change / Programme Manager with extensive multi-sector experience driving business change in major public sector and corporate organisations. Skilled in project/programme management, embedding new systems/processes, leading PMO functions, improving business intelligence, and driving continuous improvement.

 

In his spare time he likes to spend time with family and friends, cooking, and going for walks in the park. He has a keen interest in health and wellbeing and set up his own company promoting massage, reflexology, as a trained ITEC practitioner. He is now keen to set up a fine furniture company to create exceptional pieces for people’s homes.
